Every rules system has two voices, and reward is the warm one: praise earned, privileges unlocked, treats granted, points accumulated toward something wanted. Dynamics that run on reward read entirely differently from ones that run on consequence, and most healthy systems use both deliberately, because being caught doing well is its own powerful experience.
